Digital Systems Manager

NIFRS HQ, Lisburn

Temporary (Up to 6 months with possible extension)

£24.41 per hour

36.25 hours per week

Main Purpose

To provide a specialist technical and business expertise for the diverse range of IT Line of Business Systems and Services. These services are provided for the management of Line of Business, Operational, Technical and Specialist systems and applications to include hardware, software, training, project management, IT services and IT related communication resources.

To ensure the effective and efficient provision of support and services, including development and maintenance, of IT Line of Business Systems in line with NIFRS organisational need.

As an integral member of the IT Team, provide a modern, professional and customer focused service to support the vision and mission of NIFRS.

Main Roles and Responsibilities

IT System Management

1. To provide a specialist technical knowledge and business expertise for the management of IT Line of Business (LOB) Systems and Services including, but not limited to Finance, HR, Stores, Prevention and Protection, Fleet and Operational Applications.

2. Manage and participate in the development and implementation of NIFRS IT LOB existing systems and new projects to meet business goals and objectives.

3. Manage the day to day LOB IT Systems Service Requests and Incidents using a Service Management tool, ensuring SLA standards are in place and met both internally and externally. This includes working with a wide range of external suppliers and internal stakeholders to troubleshoot and resolve issues.

4. Responsible for the management of existing and new systems infrastructure, ensuring compatibility, security and asset management across all IT systems hardware, software and licensing.

5. To participate in formal and informal discussions and meetings with both internal management, staff and external suppliers in relation to tender and quotation responses, contractual services, providing complex technical knowledge for support issues and site demonstrations.

6. Communicating technical issues/incidents to service users and key stakeholders.

Business Planning

1. To work with senior staff, both within IT and across the organisation, to assist in delivery of the overall strategic priorities of the organisation.

2. To have lead responsibility for all IT line of business systems to develop solutions and options to IT related problems. Which requires creativity and innovative input in a diverse range of subjects.

3. Assist to deliver forecasting information and expert advice on a range of organisational-wide change projects and policy initiatives; and use initiative to develop innovative solutions.

Systems and Service Improvement

1. To maintain up to date relevant IT knowledge to maximise the use of IT Services with ongoing research and monitoring of IT developments.

2. To make appropriate recommendations for the introduction of enhanced or new technologies and systems ensuring best value for money and most efficient use of resources.

3. To undertake the duties in such a way as to enhance and protect the reputation and public profile of NIFRS.

4. To undertake project work as directed by Head of IT, using the principles of good project management whilst ensuring regular updates are provided.

5. To maintain an up-to-date knowledge of organisational policies and procedures impacting on IT activity at both a corporate and local level.

People Management

1. Assist in providing leadership to others within the IT team and wider management and directorate teams to ensure a highly skilled, flexible and motivated workforce.

2. To participate as directed in the NIFRS recruitment and selection procedures.

3. To provide supervision responsibilities for IT colleagues both temporary and permanent, providing support, guidance and supervising their workload for quality and quantity.

4. Identify training and development needs for new and existing IT staff and provide and participate in achieving their training needs.

Essential Criteria:

Possess a university degree level qualification or equivalent professional qualification in a relevant subject (e.g. ICT, Systems Development, Computing)

AND

Have at least 2 years' experience in a Systems Manager role.

OR

Have a Higher National Diploma (HND) qualification in a relevant subject (e.g. ICT, Systems Development, Computing)

AND

Have at least 3 years' experience in a Systems Manager role.

OR

Demonstrate by providing examples at least 5 years' experience in a Systems Managers role.

Have experience in managing and upgrading IT systems with an ability to troubleshoot advanced technical issues.

Can demonstrate:

a) effective planning, organisation, prioritising skills and attention to detail and the ability to work individually or as a team member;

b) effective communication skills (both oral and written) and the ability to provide timely and accurate information;

c) the ability to deliver high quality work with excellent attention to detail;

d) a customer service orientation.

-Possess a full, current UK driving licence or have access to a form of transport which enables them to fulfil the full requirements of the job.
