Lead the Mobilisation of a Critical National Service

We are seeking an experienced and driven ICTG Contract Manager (Mobilisation) to play a pivotal role in the launch of a nationally significant service supporting vulnerable children. This is a high-impact opportunity to lead the mobilisation of a complex service, ensuring operational readiness, strong supplier performance, and a seamless transition into live delivery.

Working at the heart of a major transformation programme, you will provide commercial leadership, challenge and assurance throughout mobilisation, helping to ensure the service is fully prepared to deliver from day one.

What You'll Be Doing

Drive Supplier Mobilisation

  • Lead supplier mobilisation activities, ensuring delivery against key milestones, timelines and contractual commitments.
  • Maintain oversight of critical paths, dependencies, risks and issues across the mobilisation programme.
  • Review and challenge supplier plans, deliverables and readiness evidence to ensure successful service launch.
  • Take proactive action to resolve delivery challenges and drive performance improvements where required.

Provide Commercial Leadership & Assurance

  • Apply strong commercial oversight to ensure compliance, quality and value throughout mobilisation.
  • Identify, assess and manage risks, ensuring issues are addressed before they impact delivery.
  • Deliver robust assurance of supplier readiness through evidence-based review and constructive challenge.
  • Support key mobilisation decisions with clear recommendations and delivery insight.

Build Strong Partnerships & Governance

  • Establish effective ways of working between supplier and authority teams.
  • Define governance structures, escalation routes, performance expectations and accountability frameworks.
  • Collaborate with stakeholders across policy, commercial, legal and operational functions to maintain alignment and delivery confidence.

Lead Transition to Live Service

  • Ensure the service is fully operational, compliant and ready for successful go-live.
  • Oversee a controlled transition from mobilisation into business-as-usual contract management.
  • Ensure effective handover of operational, performance and contract management arrangements.
  • Capture lessons learned and contribute to continuous improvement across future programmes.

What We're Looking For

Essential Experience

  • Strong commercial judgement with the confidence and credibility to challenge suppliers constructively and drive successful outcomes.
  • Proven experience managing complex service contracts, including mobilisation, implementation or transition phases.
  • Ability to work independently in complex, fast-moving environments with evolving priorities and ambiguity.
  • Excellent stakeholder management, communication and influencing skills.
  • Strong understanding of governance, risk management, assurance and performance oversight.

Desirable Experience

  • Experience delivering within high-profile, delivery-focused programmes with competing priorities.
  • Experience working on services or programmes supporting vulnerable individuals or victim-focused initiatives.

Why Apply?

This is a unique opportunity to shape the successful launch of a nationally important service. You'll work with senior stakeholders, influence critical decisions, and play a key role in delivering meaningful outcomes that make a real difference.

If you thrive in complex environments, enjoy holding delivery partners to account, and have a passion for turning plans into successful operational services, we'd love to hear from you.
